Specifying pet fragrance and hygiene products
This is the only series in the range where the regulatory question comes before the product question. Anything applied to an animal, or claimed to repel or kill a parasite, moves out of ordinary consumer goods and into a regime that differs by market. The products themselves are straightforward; the paperwork is not.
Our position is simple. We will supply the product, the formulation documentation and the testing you ask for. Whether it may be placed on your market, and under whose registration, is a question for you as the importer, and we will tell you plainly when a product needs a registration we cannot hold on your behalf.
Product routes and the regulatory weight each carries
| Product | What it is | Regulatory weight | Notes |
|---|---|---|---|
| Room and bedding spray | Scents the space, not the animal | Lightest, an ordinary consumer product | The easiest entry into the category |
| Reed diffuser or solid balm | Ambient fragrance for the home | Light, with CLP labelling in the EU | Reads as homeware, good gifting |
| Litter deodoriser beads | Odour control in the tray | Light, but fragrance allergens must be declared | Steady repeat purchase through trade channels |
| Enzymatic odour eliminator | Breaks down the source rather than masking | Light to moderate, claims must be supportable | Function claims need evidence |
| Waterless foam and wipes | Cleaning without a bath | Moderate, applied to the animal | Skin-contact testing expected |
| Coat spray and detangler | Leave-in conditioning | Moderate, applied to the animal | Formulation documentation required |
| Shampoo | Washed off, but applied to skin | Moderate | pH and irritation data are the usual asks |
| Parasite repellent or collar | Repels or kills fleas and ticks | Heaviest, a biocide in the EU and UK | Needs a market registration held by the importer |
Everything above the shampoo line in this table can usually be launched on documentation alone. The line below it cannot.
What belongs in the specification
- The claim you intend to print, word for word. Deodorising, cleansing, conditioning and repelling sit in four different regulatory places. Agree the wording before the formulation is locked.
- Full ingredient disclosure, with INCI names. You will need it for labelling, for your retailer, and for any customs query. Ask for it at sampling, not at shipping.
- Fragrance allergen declaration. The EU requires named allergens above a threshold. This is a labelling input, so it changes your artwork.
- Fill volume and container. Glass photographs better and ships worse. Decide which matters more for the channel you are selling through.
- Shelf life and batch coding. State the shelf life and where the batch code is printed. Retailers will ask, and so will a recall if one ever happens.
- Whether the product is for dogs, cats or both. Several common essential oils are not safe for cats. A dual claim needs a formulation that supports it.
Documentation and testing to ask for
For this series the documentation pack matters more than any single test. We arrange the following per order; none of it is a substitute for a market registration where one is required.
- Safety data sheet in the language of your market.
- Full formulation and INCI listing.
- Fragrance allergen declaration against the EU list.
- Stability and shelf-life data for the stated period.
- Skin irritation data where the product is applied to the animal.
- CLP classification and label artwork review for the EU, where applicable.
What goes wrong on a first order
- Writing a repellent claim on a product that is only a fragrance. One word turns a cosmetic into a biocide.
- Launching a dog formulation into a cat range without checking the oils.
- Ordering the artwork before the allergen declaration arrives, then reprinting it.
- Assuming a supplier registration transfers to you. In the EU it does not; the importer carries it.
- Choosing glass for a marketplace channel without testing the carton for drop.
Send us the specification and we will come back with factory options, the MOQ that actually applies and a sample route. Request a quotation or read the terms of supply first.
How Petlland Works
Sourcing
We match your specification to one of 60+ audited partner factories rather than pushing a single factory's catalogue.

AQL sampling inspection before shipment, with a photo report you receive before goods leave the factory.
Consolidation & DDP
